I have been following with interest the reaction in Germany to President Bush’s announcement yesterday that the US would be withdrawing 70,000 troops stationed abroad. This will have the greatest impact on Germany, where the First Armored Division in Hessen and the First Infantry Division in Bavaria will be most affected. The US has 80,000 troops and 100,000 family members stationed in Germany.
The emotional response to the announcement runs the gamut from nostalgia (“End of the Postwar Era”) to fear from the economic fallout to cynicism (“Payback to Schröder” for opposing the war in Iraq). Most of the commentary has rejected the notion that Iraq played a role in the calculus. This from the Tagesspiegel this morning:

Dahinter steckt vor allem auf amerikanischer Seite offensichtlich das Bemühen, den Eindruck zu zerstreuen, die massive Truppenverringerung in Deutschland sei eine Strafaktion für die Antihaltung zum Irak-Krieg. Konservative im US-Kongress hatten nämlich genau das gefordert, als die Deutschen im vergangenen Jahr nicht mitzogen, und damit zum Missfallen der US-Regierung Argwohn auf der anderen Seite des großen Teiches geweckt.
But Petra Kohnen also sees a silver lining in the troop withdrawal in her commentary on the Web site of Deutsche Welle. The move will strengthen inner-European defense initiatives, making them self-reliant and not so dependent on US military force:
Europa muss lernen seine eigene sicherheitspolitische Verantwortung zu übernehmen. Das ist eine wichtige Konsequenz aus der angekündigten Truppenreduzierung der USA vom europäischen Kontinent. Dazu gehört eine viel engere Zusammenarbeit der europäischen Staaten auf dem Feld der Verteidigung, der Strategie-Entwicklung und nicht zuletzt der Rüstung.
In any event, the move undoubtedly represents a retreat from NATO by the US, and in the long run will deepen the alienation of the US from Germany and its traditional allies in ‘Old Europe’.
