There has been a great deal of press coverage in Germany of President Horst Köhler’s speech in Erfurt today marking the Day of German Unity (Tag der Deutschen Einheit). I have been unable to find the entire transcript, but the Handelsblatt has some excerpts.
Köhler admits that “mistakes were made” 14 years ago, and unification was rushed while expectations were perhaps set too high:
Die alte Bundesrepublik hatte schon 1989 viele Veränderungen verschlafen, die eigentlich nötig waren. Dann haben wir alle vom Aufbau in Ostdeutschland zu schnell zu viel erwartet.
But the “doom and gloom” about the situation today both in the east and west is unwarranted. A great deal has been accomplished in rebuilding eastern Germany which is not getting the recognition it deserves:
Leider gibt es bei uns die Neigung, die Dinge in düsteren Farben zu malen und Erfolge kleinzureden. Aber nehmen Sie den Aufbau Ost: Was da in den vergangenen anderthalb Jahrzehnten geleistet worden ist, das ist großartig

Köhler then points to the greatest challenge facing Germany today: creating new jobs.
Aber die harte Realität ist auch: Es fehlen Unternehmen und Hunderttausende produktiver Arbeitsplätze. …Wir dürfen uns nirgendwo mit Arbeitslosigkeit abfinden, egal, ob in Nord, Süd, West oder Ost! Darum muss die Aufbauarbeit natürlich weiter gehen. So ist es ja im Solidarpakt II für die nächsten 15 Jahre auch vereinbart, und niemand darf das in Frage stellen. Es ist aber gut, wenn wir jetzt auch prüfen, wie wirksamer gefördert werden kann.
So what is needed is a “renewal” both in the east and west. Here the speech begins to get confusing. but it is clear what Köhler is trying to say: stay the course with reforms, no turning back, the dismantling of the Sozialstaat – the social safety net – must continue.

Unfortunately, it is not at all clear that the Hartz IV reforms are having the desired effect of revitalizing Germany’s stagnant economy. Economists in Berlin are bracing themselves for a surge in the unemployment statistics. But Germany’s largest staffing firm Randstad has not seen any uptick in the number of job applicants.

In any event, many Germans are still not convinced that the reform-course of the government is the right direction. While participation in the Monday protest demonstrations may have declined, today over 70,000 protesters from all over Germany gathered in Berlin to voice their anger at Hartz IV. A number of unemployed demonstrators started chanting to onlookers: “Join us, you could be next!:

So, fourteen years of a ‘unified Germany’ and there is still much uncertainty and disunity.
